Mobilizing Private Capital

NLR supports State Energy Offices (SEOs) in navigating each stage of private capital mobilization, from identifying private capital provider partners to designing sustainable, high-impact energy financing programs.

Energy financing programs generate energy and cost savings for households, small businesses, public facilities, and other entities.

This toolkit provides information to SEOs, however other entities such as Tribal and local governments may find it useful.

Foundational Resources for Private Capital Partnerships

SEOs play an important role in deploying and scaling energy financing programs, and have common challenges in mobilizing private capital, such as navigating a complex and evolving capital provider landscape, aligning public objectives with private sector priorities, and identifying efficient partnership structures.

NLR resources help SEOs engage more effectively with private capital partners to assess opportunities, communicate their program goals in ways that resonate with potential partners, and move forward with greater confidence and clarity. By building strong, strategic partnerships, SEOs can help more people access and benefit from energy financing programs.
