Through the HEEHR Program, DOE has made $218.5 million in formula funding available to Tribal governments and Alaska Native entities to establish rebate programs for home energy upgrades. These programs will provide up to $14,000 per eligible household for energy efficiency measures and new home appliances. The deadline to apply for this program is Friday, Dec. 11, 2026.
NLR provides program support and technical assistance to Tribes that want to apply for and use this funding. Tribes may ask questions or request support on the following topics:
- Program requirements, compliance, and application support
- Program design considerations to align with Tribal priorities and needs
- Workforce development considerations
- Developing a consortium or using a third-party agent to administer a program
- Other topics relevant for a Tribe's local needs.
NLR aims to support Tribes from the application process through implementation. For questions or support requests, email tribalrebates@nlr.gov.
The program documents and application materials provide additional information about how Tribes can apply.
Important documents on the Energy.gov website about requirements for the Tribal HEEHR Program include:
- Program Notice 26-3, which supersedes certain existing guidance for the Tribal HEEHR Program and introduces new requirements and new flexibilities
- The Program Requirements and Application Instructions, which describe program requirements and how to apply
- The Administrative and Legal Requirements Document, which is the primary source for the administrative, legal, financial, and award management requirements that come with a Tribal HEEHR award
- The Allocations to Indian Tribes Document, which identifies the specific amount of HEEHR funding allocated by formula to each Tribe.
To apply and receive funding, a Tribe needs to complete a series of items within DOE's Performance and Accountability for Grants in Energy (PAGE) system. To request access to PAGE, please fill out the PAGE access form.
Seven items are required to apply. The first three items must be completed within PAGE, and the remaining four can be uploaded as attachments in the PAGE system.

- To understand the differences between the old and new narrative templates, Tribes can use the Tribal HEEHR Program Application Narrative Crosswalk on the National Association of State Energy Officials website.
- Budget Justification Workbook: Tribes should use the workbook provided by DOE to provide a detailed explanation of their proposed budget items.
- Tribal Council Resolution and/or a final official action by the Tribal governing body: For instructions, see DOE's Program Requirements and Application Instructions, Appendix C, page 41.
